What would be the best way to make a flexible neck for a dragon costume I'm working on?

But it Needs to have a head that mimics my head although it is a few feet higher than my own?

If you could get something like dryer vent hose but bigger, with a tubular shape reinforced by wire that circled around it, that would be wonderful.

I wonder if Heating & Cooling contractors would be able to supply that sort of thing, big enough to go comfortably around your head and sit on your shoulders?
