How do I create a composite video in the timeline of Adobe Premiere Elements?

I am not able to to play a widescreen image over a standard screen 4:3 file. Only the top video in the project comes through when I play the clips ? I am trying to take a widescreen video and fill in the top and bottom of the standard screen with something like a lake or sky texture.
